Quick necro of this thread, my RX 6600 XT started exhibiting the same behaviour, although not as loud.
Turns out it's the fans on the enclosure itself that are the primary culprit, and can be fixed by unplugging the temperature sensor (seems to be faulty).
I'm going to give the RTX 3060 Ti another try, then flesh out the results in this blog post I wrote as Googling indicates it's a common problem:

It's possible the RTX 3060 Ti is also still a problem, since it was definitely MUCH louder than the RX 6600 XT when it was cranking, indicating to me that the RTX fans were running, but maybe it just emits more heat near the sensor and that was making the enclosure fans run even harder.
